We propose for the developing District a distinctive building with austere, emblematic and lasting institutional value. For which we have clearly organized the program through of 3 consequent operations:

OFFICE RING / Natural Lighting
Given the rigor of the office program, we have developed a whole edge 5 meters wide that guarantees maximum efficiency in distribution, maximum flexibility of transformation over time, natural lighting, thermal comfort, excellent views and privacy of work. Additionally, the rationalization and modularity of the subdivisions allows for alternative furnishing forms and a living adequate to the working conditions and design of offices in contemporary architecture.

CENTRAL ATRIUM / Circulations and Microclimate 
At the heart of the building there is a large central space dedicated to vertical and horizontal circulations. it's space meeting, displacement, floor cafeteria, restrooms and lounges informal work as part of the area destined for future internal extensions. We develop a microclimate surrounded by a natural landscaping illuminated by a skylight on the roofing floor that activates and energizes the meeting and distribution spaces between workers, giving the New Headquarters of the Ministry a character of Humanization of the Work Space, without a doubt an example symbolic reflection of the work that is carried out in their offices.

GREEN ROOFTOP / Viewpoint Terrace
We propose a through semi-public space on the Ground Floor as a continuation of the urban axis connected to the Mirador Terrace on the top floor. Here is the social program: The Auditorium and the Multipurpose Room with extension to a large perimeter terrace open to the general public at controlled hours, becoming the Viedma 360° Viewpoint. A tourist enclave and of citizen integration.
