Understanding a Library from its essential condition of "building of the knowledge” and the place-territory as a unique and poetic opportunity of promoting "reading in front of the river" takes us to an imaginary in where the “building by vocation” must be an open container and permeable that can shelter and cover, in a long pause, the contemplation of the landscape from reading. 

From the natural park that surrounds the building, the aim is to build a unique relationship with the river… being able to hear it, look at it and feel it through your breeze and humidity… for this the first strategy decision is: “provoke the extension of the urban public space, from Avenida Picarte towards the river through a multipurpose Great Plaza-Balcony from the which allow wandering, meeting and contemplating.

This decision allows us to trigger the second strategy action, of the project that is to understand an “above” and a “below”; plinth and elevated body from which to begin to understand the great relationships binding of the base program of the regional library, archive and deposit around the conditions for reading…noise, silence, movement and
pauses.
